What Is Ikusei Shuro? Key Changes from 1 April 2027

From 1 April 2027, Japan will implement the Employment for Skill Development system (Ikusei Shuro) under the amended law, gradually replacing the Technical Intern Training Program. This is more than a name change: the system explicitly focuses on developing workers and securing talent for sectors facing labour shortages while strengthening protections for foreign workers.

What Is Ikusei Shuro? Key Changes from 1 April 2027

From 1 April 2027, Japan will implement the Employment for Skill Development system (育成就労 / Ikusei Shuro) under the amended law, gradually replacing the Technical Intern Training Program (技能実習). This is not simply a change of name. The system's objectives shift clearly toward developing workers and securing personnel for sectors with labour shortages, while strengthening protection of foreign workers' rights.

1. The core difference from Technical Intern Training

The Technical Intern Training Program was designed around international contribution through the transfer of skills. Ikusei Shuro instead aims to develop workers in Japan's labour-shortage sectors to a level at which they can progress to Specified Skilled Worker (i). According to the Immigration Services Agency's Q&A, the standard development period is approximately three years.

2. Skills and Japanese-language targets

The common goal is for workers to acquire, over three years, the skills and Japanese proficiency needed to progress to Specified Skilled Worker (i). Current guidance indicates a basic Japanese target equivalent to A1 at the initial stage and A2 after the three-year development period, although individual sectors may set higher requirements. Employers and sending organizations therefore need to monitor sector-specific guidance.

3. Changing employers at the worker's request

A major change concerns transfers. In addition to unavoidable circumstances such as violence, harassment or serious legal violations, the new system is expected to permit a worker to change employers at their own request when conditions relating to the period of employment, skills, Japanese proficiency and the new receiving organization are met. Transfers must generally remain within the same work category and are subject to sector-specific restrictions.

4. Dates employers should know in 2026

The Immigration Services Agency has announced that advance applications relating to Supervising and Support Organizations (監理支援機関) are scheduled to begin on 15 April 2026, while advance applications for certification of Employment for Skill Development Plans (育成就労計画) are scheduled from 1 September 2026. Detailed examination standards and procedures for joining sector councils may be published progressively by each sector.
